Steps to reproduce:

1. Remote staging is enabled
2. WC is created
3. Create a DocType, add a WC field to it
4. Create a DM based on Doctype, link the WC to it
5. Publish

Expected behavior:

WC is assigned on both Staging and Live

Actual behavior:

WC is assigned only on Staging, not on Live

Priority: S3 + L2 = 3

Reproducible:
CentOS, MySQL 5.7, Tomcat 9, Google Chrome 66.0.3359.181
