Reproduction steps:

1. Enable Remote Staging
2. Create a new User on Staging, assign the Administrator role
3. Sign in with the new Admin user
4. Create a Web Content
5. Publish the Web Content to Live
   Result: Publish fails with "Error: Your request failed to complete."
6. Create the same user in Live, but do not assign him the Administrator role
7. Publish the Web Content to Live
   Result: Publish fails with "Error: Your request failed to complete."

Expected:
The error message explains the problem, e.g.:
"For a publishing operation to succeed, the operation must be performed by a user that has identical credentials and permissions on both the local (staging) and the remote (live) server. "
