No error message when invalid Friendly URL is provided

Steps to reproduce:

1. Go to Control Panel>Sites>Sites>Go to Site settings
2. Type any special character (except slash) into Friendly URL
3. Save Site Settings

Expected results: Error Message is displayed with correct message (Special characters are not allowed)

Actual results: Only error is displayed, with no message, User don't know what went wrong.

Reproduced on:

Ubuntu 16.04 LTS, Firefox 60 ESR, Tomcat 9, Mysql 5.7
