Can't create site with default Westeros or Porygon theme

User can choose Fjord theme only in Site creation form, even when Westeros and Porygon Themes are available as well.

Steps to reproduce:

1. Access Control Panel > Sites
2. Click on button

Actual result: Only default site for Fjord Theme available (see attached image)
Expected: Default site templates for Westeros and Polygon are available

Tested & failed: Liferay 7.1 master git id: 75339f85a4c499c8756c4764740b52f64401e9ca - (Firefox 60, Chrome 67)
Works correctly: Liferay 7.0.6 GA7 (Firefox 60, Chrome 67)

Priority: L2 + S3 = 3
