Wiki categories in live are not same as in staging

Steps to reproduce:

1. Create site with local staging with enabled all options
2. Publish wiki to live
3. Check if wiki in live is same as wiki in staging

Actual Result >
Staging contains wiki category Main.
Live contains wiki categories Main and Main 2.

After next publication Main 2 is renamed to Main 3.

Expected Result >
Wiki in live must be same as wiki in staging.
Only one category must exist in live if only one category exists in staging.
