Steps to reproduce:

1. Create site with local staging with enabled all options
2. Create category in wiki
3. Publish to live
4. Delete category
5. Publish to live
6. Check if category is deleted in live

Actual Result >
Category is not deleted in live.

Expected Result >
Category in live must be deleted.

Priority L4 + S4 = 5
