After Liferay upgrade, when publishing a tag, it is displayed as duplicate along with it's original version

Steps to reproduce:

1. Local staging is enabled
2. Create a Web Content, during the creation define a new tag, click on Add button, then save the WC (tag is created and listed on Content > Tags with 1 usage)
3. Publish to live (Publication successful)
4. Upgrade Portal
5. Publish the WC on Live

Expected behavior:

Tag is available on live

Actual behavior:

Tag is available on live, but as a duplicate along with it's original version

Priority: S3 + L2 = 3
