After portal upgrade, WC is not searchable on Live

Steps to reproduce:

1. Local staging is enabled
2. Create Web Content with some text in the content field
3. Default value of searchable is yes
4. Publish to live (Publication successful)
5. Upgrade Portal
6. Publish to Live
7. Search for WC on Live

Expected behavior:

WC is searchable on Live

Actual behavior:

WC is not searchable on live

Priority: S3 + L3 = 3
