After Liferay upgrade, WC on live is not there, where it should be (in folder with another folder)

Steps to reproduce:

1. Local staging is enabled
2. Create 2 folders (Folder A and Folder B)
3. Put 1 WC article in each folder
4. Move folder A into folder B
5. Publish folder B to Live
6. Upgrade Portal

Expected behavior:

WC is in folder on Live

Actual behavior:

WC is not in folder on Live

Priority: S4 + L4 = 5

Reproducible:
