After Liferay upgrade, publishing Folder, that contains another folder and file fails

Steps to reproduce:

1. Local staging is enabled
2. Create 2 folders (Folder A and Folder B)
3. Put 1 WC article in each folder
4. Move folder A into folder B
5. Publish folder B to Live
6. Upgrade Portal
7. Publish to Live

Expected behavior:

Publication successful

Actual behavior:

Publication Failed

Priority: S4 + L4 = 5
