Cannot publish to live individual file after upgrade

Steps to reproduce:

1. Create remote staging on 6.2 ee
2. Add web content
3. Publish to remote
4. Upgrade both remote and staging to dxp 7.1 b3
5. Open staging portal
6. Add remote to allowed hosts and restart liferay ( needed because of LPS-82755 )
7. Go to web content management
8. Click on publish to live in action menu of some web content

Expected results: Content is published to live

Actual results: Error, fail, 'No group exists with the primary key XXXXX'

Workaround: Publish everything from home
