Reproduction steps:

1. Enable Staging
2. Put an Asset Publisher portlet to a Page
3. Click on the portlet kebab -> Staging

Result:
Content and Deletion (and Permissions) settings are visible.
I don't think that these options have any affect on the publication process

Expected:
Only valid options are visible.
