When Selecting Pages to add to a Navigation Menu Portlet, the Gray Border should be shown in hover/focus state instead of "last deselected"

      When adding Page items to a navigation menu via Site Admin > Build > Navigation Menu, currently when selecting an item, a blue border is applied, and when deselecting a blue item, the gray border is applied, but only until another action occurs and then turns blank. What it should do is have blue/blank solely for selected/deselected and have a gray border for hover/focusing on the element (that is not selected yet) to prevent confusion.

      Steps to Reproduce

      1. Navigate to Site Admin > Build > Navigation Menus
      2. Add a Page Item
      3. Hover or Focus on a Page, then Select then Deselect the Page

      Expected Result
      Hover / Focus on Page presents gray border and then Select presents blue -> deselect no border

      Actual Result
      Hover/focus only changes cursor to "pointer" and selecting is presents blue (correct), but deselecting changes it to gray instead of blank. So the gray and no border states are swapped incorrectly.

      Reproduced on: Tomcat 9.0.6 + MariaDB 10.2
