With enough portlets on a page to make the page longer than the display, the page does not scroll automatically when attempting to move portlets off-screen

    • What problem did the customer find?:
      When you drag a portlet to the bottom of the screen it doesn't cause the screen to scroll automatically.
    • What do you think is the root cause? (if known):

      It seems that the issue used to be behavior in Liferay on older browsers/OS (only reproduced on Google Chrome 62 on Ubuntu 14.04, not on any other environment). This makes me think that if this was intentionally implemented at some point, it was based on some functionality specific to Google Chrome that was deprecated. However, it's also distinctly possible that this was never intended to work and it working on that specific environment is a coincidence.

      With enough portlets on a page to make the page longer than the display, the page does not scroll automatically when attempting to move portlets off-screen.

      Steps to Reproduce:
      1. Login as admin user.
      2. Navigate to any page.
      3. Add several portlets to the page so that the entire page length is longer than the browser height.
      4. Try to move the top portlet to the bottom of the page by click and hold, then drag it to the bottom of the page.
      5. Observe that blue bar indicator moves along with the portlet and mouse pointer, but it doesn't go further down by scrolling the screen automatically as you move further downward.

      Expected Results:
      When you reach the bottom of the page with the portlet being moved, the page should begin to scroll.

      Actual Results:
      The page does not scroll.

      Also note that this issue is blocking portlets from being rearranged at all on mobile devices.
