Steps to reproduce:

1. Local staging is enabled
2. Create a Web Content
3. Add Asset Publisher widget
4. Publish to live (Publication successful)
5. Upgrade Portal
6. Check Asset Publisher widget

Expected behavior: Contains Web Content

Actual behavior: Web content must be published/edited to be visible in page

Priority: S3 + L2 = 3
