Web content with reference to other site loses its connection after upgrade

Steps to reproduce:

1. Upload some media (image) to DM and copy its URL, make sure its viewable
2. Create a new site with staging
3. Create web content and paste media from step 1 using URL into it
4. Publish to live
5. Upgrade to dxp 7.1 b3
6. Try to preview WC on Live site

Expected results: WC contains image uploaded before

Actual results: Wc is empty until you publish it again
