Steps to reproduce:

1. local staging is enabled
2. There is a content structure with template for the site
3. structure contains date, decimal, integer, radionumber, html, text, textfield/textbox
4. create web content based off site structure
5. publish to live
6. Upgrade Portal
7. Edit structure and Web Content
8. Publish to live

Expected behavior:

Structure and WC are updated, published and changes are displayed

Actual behavior:

Strucutre and WC are updated, published, but changes are not displayed
