User can still do certain actions in Live view in page administration even though Staging is activated

Steps to reproduce:

1. Activate staging
2. Switch to "Live" view
3. Navigate to Build > Pages
4. Click the ellipsis icon for a page

Expected result:
User shouldn't be able make any changes to the page while in Live view. All changes are supposed to be made in Staging view.

Actual result:
Options like "Orphan Widgets" and "Delete" are shown. The user can delete the page and manage orphan widgets.
