Official documentation for terms of use in branch 7.1.x page doesn't exists. Link redirects here

Steps to reproduce:

1. Run fresh instance with Test user (Administrator)
2. Login as Test user
3. Click on 'official documentation' in Terms of Use after login

Actual result: Page in dev.liferay doesn't exists
Expected: Page exists
