After upgrade, "Download", "URL", "WebDAV URL" links in DM do not work

Steps to reproduce:

1. Local staging is enabled
2. DM Entry created with Basic document type
3. Upload a file to DM entry
4. Publish
5. Upgrade Portal

Expected behavior:

DM is present on live, things associated to it work

Actual behavior:

Dm is present on live, "URL", "Download" and "WebDAV URL" do not work, which means, you can not reference to the file
