To reproduce:
1. enable staging on a site
2. add a page to the site
3. navigate to the page
4. click on Publish to Live button
5. switch to Advanced Publication screen

Actual result:
Tooltip messages are displayed on the screen

Expected:
Tooltip messages to be hid.
