To reproduce:
1. enable local staging for a site
2. create a page to the site
3. add Web Content Display portlet to the page and Scope it to the page
4. in the Product Menu Portlet's Content section select the page scope
5. navigate to Web Content

Actual result:
Web content cannot be created, add button is not displayed

Expected:
To be able to create web content with page scope
