No error message is displayed when scheduled publication end date is earlier than start date

To reproduce:
1. enable staging on a site that has a page
2. navigate to the page and click on "Publish to Live"
3. click "Switch to Advanced Publication" in the dialog
4. click "Scheduled" under "Date"
5. click "End by" and set a time which is before "Start date"
6. click "Add event"

Expected:
Error message to be displayed that says end date cannot be earlier than start date

Actual:
No error message is displayed, no exception is thrown to console, user stays on page.
