Portlets has unreachable kebab menu if Header is hidden

Steps to reproduce:

1. Go to your site
2. Add some portlet (e.g. Blogs)
3. Assert that portlet has reachable kebab menu
4. Go to site configuration>Look and Feel> Define specific look and feel
5. Turn off option Show Header
6. Go back to your page

Expected behavior: Portlet has reachable kebab menu.

Actual behavior: Portlet has reachable kebab menu, it is overlapped.

Priority: S3 + L3 = 3

Reproducible:

CentOS, MySQL 5.7, Tomcat 9, Google Chrome, FF esr
