Count of tags is 0 in live

I found this issue with upgrade 6.2 > 7.0 > 7.1
I am not sure if upgrade is required to reproduce.

Steps to reproduce:

1. Enable staging on site
2. Create Web content with one new tag
3. Publish to live

Actual Result >
In Staging count of tag usage is 1
In Live it is 0

Expected Result >
On both Staging and Live tag usage must be 1

Work Around:

• Reindex search

Priority L4 + S3 = 4
