Provide better error messages when dealing with custom Organization types

      Description

      Steps to reproduce
      1. Go to Control Panel - System Settings - Users - Organization Type and add a new Organization Type named "custom-organization"
      2. Go to Control Panel - Users - Users and Organization - Organizations
      3. Click the plus icon to add a new "custom-organization"
      5. Add a Name for the organization and click Save

      Expected: You should see a message that the current organization type cannot be used at the root level
      Actual: You see a message about entering a valid parent organization

      6. Change the type to be Organization and Save
      7. Go back to the list of organizations and then select the one you just added
      8. Click the plus icon to add a new "custom-organization"
      9. Attempt to create and save a custom-organization as a child under the organization created in Step 6

      Expected: You should be told this organization type cannot be used as a child organization
      Actual: You see a message about entering a valid parent organization
