Reproduction steps:

1. Enable Remote Staging
2. Create a Widget page
3. Add a Widget which can be scoped, e.g. Blogs widget
4. Config the widget -> Scope tab -> Create a new Page scope
5. Go to Control panel -> Content -> Select the page scope
6. Create an Web Content
7. Switch scope back to original site scope
8. Do a simple publication

Expected:
Scope, page, content gets publicated

Actual:
Web Content isn't present on live
