Description

To reproduce:
1. create a site
2. add a page to the site
3. import the lar file attached
4. go to site

Actual result:
Navigation menu is displaying the page that is added to the site, but the imported page is not

Expected:
Navigation menu to display both pages

Tested on master 955ef00 and 7.1.x c954c09
