For 7.1, we're trying to move away from resources importer (to be deprecated). 

One of the main usages of Marketplace themes is to serve as a starting point. Having high quality content ready to use is one the most appealing aspects of these themes.

We want to create a mechanism (Site Initializer) to create a site already loaded with the Porygon theme content
