Image Description is not Localizeable when "Editing" a WC

Description
Image Description field does not save when changing localization when editing. This makes it impossible to localize the image description field for DDM fields.

Steps to Reproduce

1. Create a Structure with the Image Field
2. Create a Template for the Structure
3. Create a WC based on the Structure / Template and Publish (only set Title field)
4. Edit the WC, upload an Image to the Image Field and set the Image Description
5. Change the localization and repeat previous step
6. Change back to the first localization

Expected Result
Image Description still set to what was set in that locale

Actual Result
Image Description empty

Note: This is not reproduceable if we try editing the Image Description Locale upon WC Creation. We must first publish it, and then edit it. (maybe this is due to versioning?)

Reproduced on Tomcat 9.0.6 + MySQL 5.7
