New created Pages cannot be added into Default Navigation menu automatically

Steps to Reproduce:
Scenario 1:

1. Go to Site > Site Template, add a new site template .
2. View the template by clicking its name.
3. Go to Build > Navigation Menu. Assert that there is a menu "Default Private" and Home page is in it.
4. Add a new page.
5. Check the pages in Default Private menu.

Expected Results:
The new created page is added into Default Private menu automatically.

Actual Results:
The new created page is not in Default Private menu, have to manually add it.

Scenario 2:

1. Go to Liferay site > Build > Navigation menu.
2. Assert that there is only one menu "Default".
3. Add a private page page1.
4. Go back to Build > Navigation Menu, assert that there is a new menu "Default Private" and page1 is in it.
5. Add another private page page2.
6. Go back to Build > Navigation Menu, check the pages in Default Private menu.

Expected Results:
Page2 should also in Default Private menu just like page1.

Actual Results:
In Default Private menu, there is only page1.
