Steps to Reproduce:
1. Start Liferay and log in as Admin user
2. Navigate to Control Panel -> Users -> Users and Organizations -> edit Admin user
3. Click on Preferences tab, then Display Settings
4. Change the time zone of the user to (UTC+05:30) India Standard Time and Save
5. Add a Calendar portlet to a page
6. Create a new event and mark it as "All Day"
7. Create a second event on the same day and start it at 1:00 AM for a 1-hour duration
8. View the events on the calendar
9. Go back to the Admin user and change the time zone to (UTC-04:00) Eastern Daylight Time
10. View the events in the calendar
Expected Results:
Both events would shift 9.5 hours earlier on calendar
Actual Results:
Event 1 (all day event) stayed on same day and original times (12:00 AM start, 11:59 PM end)
Event 2 shifted 9.5 hours earlier
