To reproduce:
1. enable local staging on a site
2. navigate to custom publication
3. select Schedule date
4. select End by option
5. select a date that is earlier than start date
Error message is displayed
6. select a date that is later than start date

Actual result:
Publication is not scheduled

Expected:
Scheduled publication to be created
