Summary
When the mouse is placed over the icon in Site Templates, two tooltips are displayed. One blank and small, and the other one with "Add".

Steps to Reproduce

1. Go to Control Panel > Sites > Site Templates
2. Hover over [+] button

Actual Results
2 tooltips show, 1 on the left, and a blank one below

Expected Behavior
only 1 tooltip shows
