The scheduler should expire content after the expiration time rather than before.

      Description

      The design of the scheduler currently is to take events in the next period of time (as configured by the check interval) and expire that content. As an example, if the scheduler is set to a 30 minute interval and it runs at 11:45 PM, articles scheduled to expire between 11:45 PM and 12:15 AM will all be expired.

      It is counter-intuitive that content is expired before the configured expiration time, the scheduler should be changed to expire content after the expiration time rather than before.
