User is unable to add a blank label when using translation

Steps to reproduce:

1. Go to Content > Forms
2. Add a Form
3. Add a Text Field
4. Leave label blank
5. Add a translation
6. Add a label to the text field in the translation
7. Go back to default locale

Expected result:
Label should be blank in the default locale.

Actual result:
Label from translation is copied to default locale.
