Global Bookmarks portlet on the page is not set "Global" scope after import.

      Description

      Steps to reproduce:

      1 - In environment A, create a site template. 
      2 - Add Bookmarks portlet to one of the pages in the template. Set Bookmarks portlet to "global" scope. Add a bookmark entry to the portlet.
      3 - Export all templates in the right top of the site template page.
      4 - In environment B, import the site template lar.
      5 - Create a new site using the template.
      6 - Go to the site.

      Expected Results: Bookmarks portlet on the page is set "Global" scope.
      Actual Results: Bookmarks portlet is set "Global" scope.

      Note: checked the database in environment B,  the bookmark is not imported.
