No scope information shows on portlet when changing the localization to any language

Steps to reproduce:

1. Add a Bookmarks portlet on a page
2. Set Bookmarks portlet to "global" scope
3. Assert shows "Global" on the Bookmarks portlet
4. Change the localization to Chinese(append /zh/ after hostname:port in browser URL)

Expected Results: Shows "全局性" on the Bookmarks portlet when changing the localization to Chinese.
Actual Results: No scope information on the Bookmarks portlet when changing the localization to Chinese, even it shows "全局性" under portlet's Configuration Scope.

Note: Other portlet also has this issue, like Wiki, KB...
