Steps to Reproduce:

1. Create site1 with page1.
2. Import the attached lar file to site1.
3. Go to site.

Expected Results:
Page1 and Home page should both display in Navigation Menu Portlet.

Actual Results:
Only page1 displays in Navigation Menu Portlet, go to Builds > Pages, you can see the Home page is imported.
