Management Toolbar allows to filter the actions available based on the elements selected. This will improve the user experience by not allowing the users to perform actions that either:

• he doesn't have permission to do 

The goal of this story is to take advantage of this feature the management toolbar and apply it to the admin view in Announcements in Control Panel.
