Inconsistency with Choose button when assigning a site to user

Perceived bug (inconsistency in selection layout) when comparing assigning roles, usergroups, organizations. All other selections mostly have pop up with "Choose" button layout after you click "Select" button. However, when assigning a Site to the user, it does not use the "Choose" button layout but lists selections as anchor texts.

Steps to reproduce:

1. Edit a User
2. Click Memberships
3. Click "Select" next to Sites
4. Assert sites are listed as anchor texts
5. Go back to edit user
6. Click on any other "Select" button in Edit User menu
7. Assert selections are given with "Choose" button layout
