The Localizable setting has no effect into data entry on DDL Records

Steps to reproduce:

• create a "data definition" with a text field "test localizable"  with localizable setting to false
• create a dynamic list with "data definition" created in previous step
• add a record to dynamic list

Actual result: the field "test localizable" is editable for every language.

Aspect result: the field "test localizable" must be editable only for default language
