Admin Page navigation menu uses relative URLs

Reproduction Steps:

1. Create a public page with the page type "Link to URL". Add "https://google.com" for URL and save.

2. Go to the left side menu and under Site --> Navigation --> Public Pages click on the created page.

Actual Result: URL is not working. It does not point to the linked URL. It points to http://localhost:8080/web/www.google.com

Expected Result: URL should be opened successfully when clicking the page.
