Steps to reproduce issue:

1. Navigate to Site Administration > Configuration > Mobile Device Families
2. Add a mobile device family
3. Navigate into the mobile device family definition
4. Add a classification rule to the mobile device family
5. Navigate to Site Administration > Build > Pages
6. Click the cog icon by "Public Pages" to configure Public Pages
7. Navigate to "Advanced" tab
8. Expand "Mobile Device Rules" panel
9. Select the added Mobile Device Family
10. Open the action menu for the mobile device family
11. Click "Manage Actions"
12. View tab title
    • Expected result: Tab "actions-for-x" displays translated string
    • Actual result: Tab "actions-for-x" displays untranslated language key
