Menu level configuration for Navigation Menu portlet does not work

      Description

      Description

      The menu level configuration in the Navigation Menu portlet is not working correctly, where instead of pointing to the level that you set it at, It always points to the root level.

      Steps to reproduce

      1. Start a clean bundle of Liferay DXP 7.1
      2. Create private pages to mimic the following page tree

      • Root page 1
        • Second Level 1
          • Third Level 1
        • Second Level 2
      • Root Page 2
        3. Add a Navigation Menu portlet to page "Second Level 1"
        4. Go to Configuration for the Navigation Menu portlet
        5. In the option "MENU ITEMS TO SHOW", change the "Starts with Menu Items in" to toggle between 0, 1, and 2.

      Results of Testing

      Expected Results: The preview changes to show whatever level the menu item is set to
      Actual Results: The preview always shows the top level, Root page 1
