"Manage Actions"option missing language key under Mobile Device Rules

Steps to reproduce:

1. Add a site "Site Name", then add a public page "Mobile Device Family Test Page".
2. Go to Mobile Device Families under Configration, then add a Device Family "Linux Family Name", add a Classification Rule for Linux Family Name "Classification Name".
3. Go to Site Pages, select "Configure" from page menu item of "Mobile Device Family Test Page".
4. Go to tab "Advance", expand the "Mobile Device Rules", disable the "Use the same mobile device rules of the Public Pages. ", then select a Mobile Device Family "Linux Family Name".
5. Click Device Family Actions to view the item.

Expected Result:
"Manage Actions"option dispaly correctly.

Actual Result:
"Manage Actions"option missing language key.
