Git Pull Request:
Reproduced on:
Tomcat 9.0.10 + MySQL 5.7. Portal master GIT ID: d4b82c11acc1d8990684c89ff0e964fcb1c97a91.
This is not reproducible on 7.1.x because 7.1.x will not allow there to be no navigation menus.
Steps to reproduce:
- Go to Build > Navigation Menus and add a navigation menu
- Go to the home page and configure the navigation menu widget to use that navigation menu
- Go to Build > Navigation Menus and delete the navigation menu
- Go to the home page and try to configure the navigation menu to use page hierarchy again
Expected result:
Either the user should be able to change it back to the page hierarchy or the navigation menu widget should default back to the page hierarchy in the absence of any navigation menus.
Actual result:
The user can't re-select page hierarchy and must create another dummy navigation menu in order change it back.

LPS-85618 As a site admin I can use the page hierarchy for the navigation of a site, so that I don't have to create navigation menus for cases where they are not really needed
