New feature for the ManagementToolbar clay component

Goal: Validate usage of Management Toolbar Results feedback in Knowledge Base.

Use Case:

A developer can display the enabled filters in the Knowledge Base portlet

Acceptance Criteria:

• The Suggestions list reflect the filters (new, in-progress, resolved).

The rest of the management toolbars in KB don't have filters.
