Staging message describing how many processes are currently in progress is incorrect when performing remote staging

The message There is currently 1 process in progress and 1 process pending is incorrect when staging remotely. The issue is that the number of incomplete background tasks is fetched twice with the same groupId.

This is not easily testable by QA without performing a large publication.
