Drop zone missing and unable to drag and drop second field in form builder.

Steps to reproduce:

1. On IE11
2. Go to Forms and Click "+" icon to add new form
3. Drag and drop a field into form builder
4. Drag and hover the field over form builder

Expected Result:
Drop zone is visible and can drop field into form builder

Actual Result:
Drop zone is not visible and cannot drop field into form builder

Reproduced on:
Tomcat 9.0.10 + MySQL 5.7
